Choose the Saturday before the room
Harpers Ferry is the history-and-river setting: the Lower Town visit, a suitable walk and the chosen accommodation approach belong together. Shenandoah is the mountain choice, where Skyline Drive conditions and the exact trail decide the day. Annapolis is a town-and-waterfront choice, with a sailing excursion only when the operator, weather and participant requirements fit.
For Harpers Ferry, allow Friday for arrival, Saturday for the historic area and one walk, and Sunday for a shorter local stop. Parking or shuttle logistics belong in the first part of Saturday, not after the booked activity. A steep walk is optional, and access to a particular historic building is a separate check from access to the town streets.

Choose a weather alternative that is still the same holiday
In Annapolis, a town and waterfront weekend can remain useful if a boat departure is canceled. In Shenandoah, a poor-visibility forecast can remove the views that motivated the trip, so decide whether a local town day is still worthwhile or whether flexible dates are better. A mountain lodging booking alone does not guarantee the scenic road or the chosen hike.
Two nights leave one complete day. Keep the arrival and departure edges light, and compare door-to-door journeys from your own part of the Washington area. A Friday drive estimate without congestion or parking is not the true start of the break. Book the activity first only when it is the actual reason for choosing that destination.

Harpers Ferry: Lower Town and Jefferson Rock are different walking decisions
Use Lower Town for the history-led part of Saturday, then decide whether Jefferson Rock suits the group. NPS describes a route from the stone steps on High Street. A viewpoint photograph should not turn that climb into an assumed accessible extension of the town visit. Choose the historic buildings and street route first, then add the climb only for those who want it.
Keep a second version of the day that ends in Lower Town rather than at a higher viewpoint. Small children, visitors avoiding stairs and a group with different walking preferences can still share the main history visit. Check the park’s specific access guidance and current shuttle arrangements; an entrance to the park does not establish access to every building or trail.

A sailing Saturday or a mountain Saturday?
Annapolis suits a waterfront town break with a boat outing as an optional anchor. Reserve the actual departure only after checking the dock, duration, participation requirements and cancellation terms. If the boat is canceled, the town needs to remain the holiday you wanted; do not let an attractive sailing photo stand in for that decision.
Shenandoah suits a selected Skyline Drive section and a suitable walk from one entrance. The reward is mountain time, so poor visibility or a road restriction can remove more of the trip’s purpose than rain does in a museum-rich town. Choose flexible arrangements when that dependence matters. Harpers Ferry, Annapolis and Shenandoah are alternatives for the weekend, not consecutive stops.

Avoid a three-destination weekend
These choices sit in different directions from DC. Combining them creates a driving exercise rather than a break. Pick one and spend Saturday there.
Compare travel at the actual departure time, include parking and keep the final meal close to the return route.
